Pursuant to 5 GCA Ch. 20, Department of Administration §20105, the Supply Chain and Contract Support Division was established on February 28, 2022.

Duties and Responsibilities

Contract Administration and Post Procurement Support

Supply chain issues are addressed so that they may continue uninterrupted.

Review requisitioned specifications and advise changes when necessary to minimize delays in supply continuity.

Consider rationalization and consolidation of resources needed by multiple agencies.

Consider the economics of scale and lifetime costs, not currently identified within existing processes.

Submit a monthly report to the Procurement Policy Office with improvement recommendations.

Consider supply procedures, such as shipping methods and consolidation.

The Department of Administration (DOA) is requesting for information from interested companies licensed to do business on Guam to provide drug testing services to collect and test urine specimens in accordance with the Government of Guam, Department of Administration’s Drug-Free Workplace Program (DFWP). The DFWP was implemented through Executive Order 95-29, which was amended by 2005-18. In addition, the DOA anticipates amending its DFWP to include breath alcohol testing..

The Department of Administration (“DOA”) Director and the Public Auditor is soliciting proposals from a U.S. Certified Public Accountant firm for an audit of the Government of Guam Wide Independent Financial Audit for Fiscal Years 2022, 2023, and 2024, subject to the availability and certification of funds from fiscal year to fiscal year, and with an option to renew for one (1) additional fiscal year, with the approval of the Public Auditor. Required audit reports include a report on the financial statements and reports on internal control and compliance.


To receive a Government of Guam Wide Independent Financial Audit Request for Proposal (RFP) packet a registration form will be available on the Department of Administration website at https://doa.guam.gov/supply-chain-and-contract-support/.


The Department of Administration recommends that all prospective offeror submit their registration form with their contact information to the DOA Single Point of Contact: Roberta Joyce R. Castro via e-mail at DOA.RFP@doa.guam.gov to ensure they receive any notices regarding any changes or updated to the RFP. The Department of Administration shall not be liable for failure to provide notices to any party who did not register their contact information.


Deadline to register for this RFP is no later than Friday, October 14, 2022, 3:00 p.m. CHST.
