How to Apply

The application submission period is ongoing and will remain open for submissions as long as funds are available

Guam’s LIHWAP application is available for download at doa.guam.gov or a hardcopy can be picked up at the LIHWAP office located on the 2nd floor, Suite 215 of the ITC building in Tamuning.

All completed applications must be submitted to the LIHWAP office between 8:00am – 4:00pm, Monday to Friday, except on holidays.

The Low Income Household Water Assistance Program (LIHWAP) is a new federal program that will provide financial assistance to low income Guamanians to help manage their residential water utility costs.  Established by U.S. Congress in December 2020, this federally funded program will help low-income households pay down their outstanding water bills.  Guam has been allocated $206,371 in one-time funding to provide LIHWAP assistance.

 

The Department of Administration (DOA) has been designated the administering agency for LIHWAP in Guam.  This water assistance program provides a one-time benefit payment of up to $1,000 to assist eligible households with their current water and wastewater bill, arrears, late fees, disconnection fees, reconnection fees and amount under a payment plan. Payments will be made directly to the Guam Waterworks Authority.

Eligibility

You may qualify for a LIHWAP benefit payment if:

 

1. You or a member of your household are a U.S. Citizen or qualified non-citizen.

 

2. You either rent or own your home.

 

3. You have an overdue water bill that you are responsible for paying.

 

4. Your household gross monthly income meets the following income guidelines:

Income documents are waived if you are currently receiving assistance from any of the following programs:

 

– Low Income Home Energy Assistance Program (LIHEAP)

 

– Supplemental Nutrition Assistance Program (SNAP)

 

– Temporary Assistance For Needy Families (TANF)

 

– Means-tested Veterans Programs

 

– Supplemental Security Income (SSI)

 

*Certification document from the program must be submitted
