Printed hard copies of the tenant pre-application forms are available for pick-up at the ERA Program office located on the 2nd floor, Suite 219, ITC building in Tamuning, 8:00am to 4:00pm Monday to Friday

How to Submit:
Do Not provide supporting documents at this time, just submit the completed pre-application.  Once the application is deemed pre-eligible, you will be contacted to submit the supporting documents.

 

Only completed applications can be:

 1) Submitted to the ERA Program office located on the 2nd floor, Suite 219, ITC building in Tamuning, 8:00am to 4:00pm Monday to Friday; or,

2) Emailed in PDF Format (NO photo images) to era@doa.guam.gov (Again, Do Not email supporting documents at this time, just the completed pre-application).

Assistance Program

Guam Emergency Rental Assistance (ERA) Program

Through the Department of Administration, The Emergency Rental Assistance (ERA) Program provides funding to assist households that are unable to pay rent and utilities dating back to March 13, 2020.

 

Eligible households may received up to 15 months of assistance to include rent, rental arrears, utilities, and utilities arrears.

The Federal Emergency Rental Assistance (ERA) program was established by Section 501 of Division N of the Consolidated Appropriations Act, 2021, Pub. L. No. 116-260 (Dec. 27, 2020) (the Act). The program is managed by the United States Treasury.

Eligibility

The Tenant household must meet the following criteria:

Qualifies for Unemployment Benefits OR experienced a reduction in household income, incurred significant costs, or experienced other financial hardship due, directly or indirectly, to COVID-19; and,
.
> Demonstrates a risk of experiencing homelessness or housing instability; and,
.
> Has a household income at or below 80% of the area median income (see chart below).

Updated Income Levels:

  • To be eligible, the combined income of all persons in the household must fall at or below 80% Area Median Income (AMI). Please see the updated AMI chart below.
