Completed applications can be submitted to the ERA Program office located on the 2nd floor, Suite 219, ITC building in Tamuning, 8:00am to 4:00pm Monday to Friday.

The Department of Administration’s (DOA) Emergency Rental Assistance (ERA) Program launched March 3, 2020 to assist households affected by the COVID-19 pandemic that are unable to pay rent and utilities. The ERA program services have been expanded to provide broader rental and utility assistance, easier access, and promote housing stability throughout the island.


Since March 2020, the Guam Emergency Rental Assistance has distributed historic amounts of rental assistance to meet the unprecedented need created by the pandemic. The need for this critical assistance continues.

The ERA Program paused acceptance of new applications for 2 week beginning November 05, 2021. The pause allowed the ERA Program to ensure its commitment to focus on quickly assessing and processing applications so that every renter that applies and qualifies will and can receive the assistance needed.

Individuals may apply now online at the DOA website, via email, or in person at the ERA office located on the 2nd floor Suite 219 in the ITC building. All applicants will be notified by email or phone call of their pre-eligibility status.


The Tenant household must meet the following criteria:
1. Qualifies for Unemployment Benefits OR experienced a reduction in household income, incurred significant costs, or experienced other financial hardship due, directly or indirectly, to COVID-19; and,
2. Demonstrates a risk of experiencing homelessness or housing instability; and,
3. Has a household income at or below 80% of the area median income (see chart).
