The Department of Administration’s (DOA) Emergency Rental Assistance (ERA) Program launched March 3, 2021 to assist households affected by the COVID-19 pandemic that are unable to pay rent and utilities. The ERA program services have been expanded to provide broader rental and utility assistance, easier access, and promote housing stability throughout the island. Since March 2021, the Guam Emergency Rental Assistance has distributed historic amounts of rental assistance to meet the unprecedented need created by the pandemic. The need for this critical assistance continues.
ELIGIBILITY
The Tenant household must meet the following criteria:
1. Experienced a reduction in household income, incurred significant costs, or experienced other financial hardship, directly or indirectly, during COVID-19; and,
2. Demonstrates a risk of experiencing homelessness or housing instability; and,
3. To be eligible, the combined income of all persons in the household must fall at or below 80% Area Median Income (AMI). Please see the updated AMI chart below.

The Guam ERA assistance is limited to 18 months for eligible tenants. The assistance cap for ERA 1 is a maximum of twelve (12) months’ worth of assistance, including both arrears and any prospective payments with an additional three (3) months of assistance available for households with continued risk of instability.
ERA 2: The Guam ERA assistance cap is raised to a maximum cap of eighteen (18) months of assistance for arrears and any prospective payments, across ERA1 and ERA2 assistance for eligible tenants.

CONTINUANCE OF ASSISTANCE
To request for Continuance of assistance (after your initial application), please submit the Continuance of Assistance Request Form with detailed explanation for request with supporting documents.
Must be submitted within 90 days of initial assistance
1. Updated copies of your last 2 pay stubs
2. Rental ledger
3. Latest utility bill(s)
Continuance status, if approved, is limited to 3 months at a time. U.S. Department of Treasury guidelines allow for a maximum of 18 months of relief assistance.
Continuance of Assistance form must be submitted to the ERA Program office.
ERA MAXIMUM FAIR MARKET RENT FOR GUAM
The Department of the Treasury’s Emergency Rental Assistance Program allows grantees to make payments to households up to the maximum of the applicable Fair Market Rent or Small Area Fair Market Rent in cases where the household does not have documentation of actual rent paid. The following table shows the maximum of the Fair Market Rent or Small Area Fair Market Rent by bedroom size.
